Apple doesn't include the Airport card built in because that's a piece of hardware subject to variable costs, so it needs to break it out so that it can vary the costs as necessary if whatever chips it includes go up in price.

Making hardware is a very tough business and companies grab margin wherever they can.

That said, you should go take a look at how much Wintel companies are charging for 802.11b functionality in their laptops. It's about 2-3x what Apple charges. Apple is actually using Airport as a loss-leader (or at least, not big profit-maker) to pull people onto the platform.
